Overview
The private hire regulations have recently changed and included a new English language Test requirement to apply for PCO (Public Carriage Office) Licence.
The new requirement means from the 1st October 2016 you will have to provide TfL with evidence to prove that you can communicate in English. The English Language Test will cover Reading, Writing, Speaking and Listening skills.
This will have to be done by providing an English language certificate with B1 level of English on the CEFR (Common European Framework). This is an internationally recognized qualification.
It is essential for public safety that all PCO licensed drivers can communicate in English at an appropriate level (ISE1 B1). Communicating with passengers to discuss a route, or fare, as well as reading, understanding and being able to respond to important regulatory, safety and travel information
Description
The English Language Test is for All new and renewal drivers who are not from a majority English speaking country.
All new and renewal applicants for the TfL Private Hire Licence from the 1st October 2016 will need to provide evidence of their ability to communicate in English. This will include Reading, Writing, Speaking and Listening.
TfL has also set a transition time, which means new and renewal applicants will get their private hire license but will have until the end of March 2017 to provide sufficient certification or proof of their ability to communicate in English.
Applicants from the 1st of April 2017 will need to have the evidence ready at the time of applying to become a Private Hire Driver in London.
